Ish and Emma face the challenge of building a functioning community as more survivors arrive at San Lupo. Ish is wary of allowing strangers into their settlement, but Emma is more willing to give them a chance. Their differing attitudes create tension just as a powerful storm threatens the community, testing its ability to protect its people and maintain the fragile beginnings of a new society.
